Dear Colleagues,

Delivery of General Election Material – 8th June 2017

This LTB is to provide confirmation to Branches of the arrangements that have been put in place to deal with the above mentioned election. Branches will note that the attached slides which are Royal Mail slides confirm that the items will attract the normal unit payments which are applicable for Poll Cards and the Candidate’s “Election Communication”. Also included with this LTB are the agreed National guidelines issued to managers who will also be aware of the payments due.

We are already aware that there will be some D2D contracts in the system but this will be at the posters’ discretion, is over and above the provision of Candidates “Election Communication”, is subject to normal D2D service specification arrangements and therefore does not attract the unit election material payment.

CWU Reps will also need to be aware that the Poll Cards, which also attract the normal unit payments (1st, 2nd Class, DNA, PCMO) are due to be delivered in line with their product specification, although we have made the point that there should be a sensible and pragmatic approach to this that allows for some flexibility where necessary.

Branches are requested to take note of paragraph 4 of the guidelines in regards to there being no extended delivery overtime for Poll Cards and ‘Election Communication’ candidate mail as these items attract the unit payment. However if other workload (i.e. mail not covered by unit payment) on the day is sufficient to warrant overtime it should be provided in the normal way and in line with normal local workload and assessment arrangements.

Just highlighting that the Powerpoint presentation states 3 day (addressed) and 7 day (not addressed) delivery spec for Candidate Material which '...Saturday NOT INCLUDED',
but the pdf 'National Agreement......2005' says '..including Saturdays...', the word document just says three and seven working days.

I would imagine most people get them out of the way as soon as they can but unclear information just gives mangers another excuse to talk nonsense as
I've heard them say everything within three days or even on the day it's received.....

So this means that Poll cards have all to be delivered on the day they arrive at the DO, even if they are "2nd" class because anything that arrives at a DO that is 2nd class has already been held a day at the mail center, unless it is marked as deferred mail.

Wow I thought the DOM was talking rubbish when he insisted that this is the case but I guess he was right for the first time ever

Assuming that there is no late election material, does this mean that any election material from any candidate must be delivered before Election Day on Thursday this week?
[We've had all the main party material at our D/O and it's all been delivered]
I'm asking as there does appear to be some confusion on Facebook. No real straight answers appear to be forthcoming.

Yes.


Thursday is voting day. That means it's possibly illegal for anyone to carry out any action which may be beneficial to one of the parties/candidates. Therefore delivering just a single/multiple election leaflets could fall foul of this practice.

roll on wednesday when after hiding several cages of mail to warrant lapsing we all say we've got to deliver the last load electoral bumf so no to lapsing only to be told we are allowed to deliver on thursday.
