Some help needed please, we have just had a full time postie transferred to our office full time, we also have part time posties that have been waiting for a full time position for some time, but it appears that they have been overlooked, I always thought that there is a ruling stating that x amount of local people had to be offered the full time position before being offered to somebody from the outside, or have I got it wrong.

I cannot help you but we have had in the last two years and no one is being made up - not in the last 4 years; not even from 27.5 to 32

as the person has transferred over to your office, it may be that he has seniority over every other PT person in your office
maybe a FT position was available but was not offered by your DOM but was offered to the new staff member to persuade him to transfer to your office.

14.3 The process for resourcing full-time and part-time, non-specialist posts will comprise one of four options, in the following order, unless agreed locally to change this order:

Internal advertisement of the job within the currently recognised resourcing unit/s.
Deployment of existing surplus employees.
The acceptance of an existing employee from the wider resourcing area or another resourcing area who has previously had his/her name placed on the transfer list for that resourcing unit.
External advertisement.

which can be set to "no particular order" if agreed between the local rep and dom with no thought given to any of the staff at the office receiving the ft vacancy, seen this done to me,
i once got hauled in by local and area reps for complaining to head office about our rep doing this,
all they said it was definitely done 100% in the correct procedure but neither knew how it was done when i asked, even the rep who did it? they were right and i was wrong,
i'd have been better off asking the dom to sit in with me the way they ganged up on me!
basically if the rep decides to help certain a individual which goes against other paying members and non members too, they can, if they get help from the dom

Fancy that... Both Management and your CWU Rep do not like the Foot Soldiers questioning their actions. :no no I think the higher echelons of the CWU should realise that sometimes their Unit Reps are not really fighting on behalf of their colleagues (more often just themselves, and perhaps their mates). I know there's a lot of hard working, conscientious unit reps, but there's also a lot that aren't doing a very good job.

In this case it looks like the DOM has taken the view that he's already got those Part Timers in his DO and this is an opportunity to get another Full Time Postie into his DO. If he simply made up the hours for one of his PTers he'd still need to recruit another PTer to replace him. I suppose he's got some wriggle room by saying the vacancy was a Full Time Vacancy and he only had PTers to fill it. NO DOM likes to make people up nowadays but I think he should have given the hours to one of his own Posties simply on principle. :cuppa
